Why Campaign Overseas For U.S. Presidency?

Mitt Romney is currently campaigning in Europe. Obama has held overseas fundraisers and famously spoke in Berlin during the last campaign.

Why? The world isn't electing the U.S. President. U.S. citizens are.

I think it speaks poorly of our candidates that they feel they need to court world opinion.
